The Belmont Road District was established on December 2, 1898. It was renamed Belmont Park on October 4, 1907. Between 1906 and 1909, Burswood Island was included in the district.

With the enactment of the Local Government Act 1960, the Belmont Park Road District became the Shire of Belmont on July 1, 1961. It achieved city status on February 17, 1979.

The suburbs of Ascot and Belmont have long been associated with horse racing, being in close proximity to the Ascot Racecourse and Belmont Park. Until 1956, the Belmont Spur Railway connected Bayswater on the Perth to Midland line to the Ascot race track.
