Why The Need
For Local Councils

The role of councils is crucial in Australia’s governance, forming the third tier of government and significantly impacting the daily lives of citizens in Victoria.

In Victoria, local government operations are governed by the Local Government Act 2020, which is legislated by the state parliament. This act defines the powers, duties, and responsibilities of councils.

Councils are established as legal entities under the Constitutional Act of 1975. This act recognizes local government as an essential part of the governance system, comprising elected councils responsible for maintaining peace, order, and effective governance within their districts.

Australia’s governance system is divided into three levels:

  1. The federal government handles national matters such as defense, telecommunications, postal services, and immigration.
  2. State governments manage law enforcement, transportation, healthcare, and education.
  3. Local governments are responsible for waste management, recreational facilities, park and garden maintenance, and pet registrations.

The Victorian Parliament’s Local Government Act 2020 provides the regulatory framework for councils, clearly defining their powers, duties, roles, and responsibilities.
